This report presents a comprehensive legislative gap analysis of Pakistan’s firearms laws, evaluating their alignment with international instruments such as the Firearms Protocol, the Arms Trade Treaty (ATT), and the UN Programme of Action on Small Arms (UN-PoA). It identifies inconsistencies and omissions within Pakistan’s federal and provincial frameworks concerning definitions, record-keeping, marking, confiscation, licensing, international transfers, brokering, and offences related to firearms. Drawing on international best practices, the report offers concrete recommendations to harmonize and strengthen Pakistan’s firearms legislation to improve public safety, enhance regulatory clarity, and fulfil its international obligations in combating illicit firearms trafficking.
