Harmonization of Pakistan’s Legislative Framework on Firearms

with the United Nations Firearms Protocol and complementing international and firearms control instruments

This report presents a comprehensive legislative gap analysis of Pakistan’s firearms laws, evaluating their alignment with international instruments such as the Firearms Protocol, the Arms Trade Treaty (ATT), and the UN Programme of Action on Small Arms (UN-PoA). It identifies inconsistencies and omissions within Pakistan’s federal and provincial frameworks concerning definitions, record-keeping, marking, confiscation, licensing, international transfers, brokering, and offences related to firearms.
