Harassment, Bullying & Misconduct Policy

This Harassment, Bullying and Misconduct Policy has been developed by the CHFR to support higher education institutions in Pakistan to establish clear standards, procedures, and redress mechanisms for addressing harassment, bullying, and misconduct on campus.

The policy is aligned with the Higher Education Commission’s Policy on Protection Against Sexual Harassment in Higher Education Institutions (2020) and draws from relevant national legislation including the Protection Against Harassment of Women at the Workplace Act 2010, Punjab Protection of Women Against Violence Act 2016, Pakistan Penal Code, and Prevention of Electronic Crimes Act 2016, as well as case law from courts in Pakistan.

This policy was developed in 2021 with a view to creating a comprehensive, survivor-sensitive, and legally sound institutional framework for ensuring safe and respectful learning and working environments across universities.
