Training-of-Trainers (ToT) on the Nikahnama

On 20 & 21 November 2024, Centre for Human Rights (CFHR) and Council of Islamic Ideology (CII) administered a Training-of-Trainers (ToT) in Islamabad on the Nikahnama in Pakistan. A total of 30 Nikah Khawans, Nikah Registrars, and Union Council Secretaries from Islamabad Capital Territory, Peshawar, and Rawalpindi were trained to use the ToT Curriculum on Nikahnama in Pakistan, published jointly by CFHR and CII.

The ToT participants will execute subsequent training to Nikah Registrars in their districts, aimed at accurate filling of the nikahnama, protection of rights therein, and developing an understanding of Nikah Registrars' legal obligations. The ToT curriculum serves as a guiding resource for trainers and provides Islamic law and legal grounds for nikahnama clauses and related laws. The curriculum cites sources from Quran, Sunnah, scholarly opinions, judgments, and comparative Muslim jurisdiction practices.

Sessions focused on

  1. Understanding essentials of adult learning and facilitation
  2. Nikah Registrar’s role in nikah solemnisation
  3. Developing understanding of the nikahnama, the age of marriage, vakeel, and requirement of witnesses
  4. Exploring the purpose of mehr in Islam, importance of accurately documenting it in the nikahnama, validity of special conditions and talaq-e-tafweez
  5. Understanding maintenance, restrictions on polygamy, and significance of timely registration of the nikahnama.

The ToT participants also engaged in a flip classroom activity, teaching a select training component to their peers, followed by feedback from other participants. Dr. Raghib Naeemi, CII Chairperson, delivered the opening address as the chief guest for the event. Training sessions were led and facilitated by Mufti Ghulam Majid, Dr. Aziz ur Rehman, Hafiz, Dr. Yasir Ahmad Zeerak, Barrister Umar Khan, Sidra M Sadozai, Seher Aftab, Beenish Zia, and Ali Imtinan.
